In a standing wave, the water is always in motion, always breaking, and always the same.  Unlike the ocean, where a wave breaks and reforms, a standing wave in a river always maintains its shape, unless of course, the river's water level rises or drops.  The water's constant motion and turbulence creates a static shape, rather like a liquid oxymoron.
